1What you need, in short
To drive for Bolt or Uber on your own account, rather than as an employee of a fleet, you need:
- A PFA (or a sole proprietorship or an SRL) with CAEN code 4933, “Land passenger transport with driver, on demand”.
- The alternative transport authorisation from the Romanian Road Authority (ARR) agency in the county of your registered address.
- A certified copy for the car you drive and two badges, also from ARR.
- A contract with the platform (Bolt, Uber), signed by your PFA.
We handle the PFA, from the consultation to the registration certificate, and tell you exactly what to file with ARR next.
2Important: you can only drive in the city of your registered address
Under the ARR rules for alternative transport, regular rides can be done only in the locality where the PFA has its registered address or domicile. Bucharest and Ilfov count as one area. Occasional rides may start in your locality and go to other localities.
- To drive in Galați, the PFA's address must be in Galați. To drive in Iași, in Iași, and so on.
- A secondary place of business doesn't help: ARR no longer issues alternative transport authorisations for secondary offices.
- If you live in the city where you want to drive, the PFA's address can be your home.
No address in the city where you want to drive? We can provide one, for a fee, with all the documents the Trade Register needs. See the Galați registered office offer.

- If you have no address in the city, we provide one, with its documents
For the ARR authorisation
- The PFA's registration certificate
- The professional attestation certificate ARR requires for the PFA holder
- Criminal record certificate
- Medical and psychological certificate marked “fit” (apt)
- For the car: registration certificate and vehicle identity card. If the car isn't yours, the rental, loan-for-use or leasing contract.
- For the badges: a contract with at least one platform (Bolt, Uber)
The list and fees are those published by ARR. They can change, so check with the ARR agency in your county before filing.
5Taxes as a PFA
As for any PFA: 10% income tax on net income (takings minus deductible expenses), plus the health contribution (CASS) and, above a certain income, the pension contribution (CAS). You file the single tax return once a year. Your accountant tells you which expenses you can deduct, such as car costs and the platform commission. See PFA taxes in detail.
6PFA, sole proprietorship or SRL?
- PFA: the simplest, if you drive alone, with your own car.
- Sole proprietorship: also in your name, but with up to 8 employees, if you want to hire other drivers.
- SRL: if you want several cars, partners, or not to be liable with your personal assets.
Not sure? Take the “SRL or PFA?” test.
7Frequently asked questions
Can I drive for Bolt in a different city from my PFA's address?
Not for regular rides: alternative transport is only allowed in the locality of the PFA's registered address or domicile, except the Bucharest–Ilfov area. Occasional rides may start in your locality and go elsewhere.
I live in a village near the city. What should I do?
You need an address in the city where you want to drive. If you don't have one, we can provide it, for a fee.
Can I open a place of business in another city?
It doesn't help for Bolt or Uber: ARR no longer issues alternative transport authorisations for secondary offices. The PFA's address must be in the city where you drive.
Which CAEN code do I need for Bolt?
CAEN Rev. 3 code 4933, “Land passenger transport with driver, on demand”. If you have an older PFA, see what your code became.
I already have a PFA, but with another code or in another city.
No need for a new one. We add code 4933 and, if needed, move the address to the city where you drive, in the same filing.
Can I drive for Bolt without a PFA?
Yes, as a driver for an already authorised alternative transport company (a fleet). With your own PFA you work on your own account and collect your own earnings.
How long does it take?
The PFA: usually a few working days after the complete filing. The ARR authorisation is requested separately, once you have the registration certificate.
