1Commonly used CAEN codes
- 4100: construction of residential and non-residential buildings.
- 4391: masonry work (a new code in CAEN Rev. 3).
- 4334: painting and glazing.
- 4333: floor and wall covering (tiles, parquet).
- 4332: joinery and carpentry. 4335: other finishing work.
- 4321: electrical installation. 4322: plumbing, heating and air-conditioning installation.

2SRL or PFA?
Construction usually works with an SRL: any number of employees, bigger contracts and no personal liability. A PFA works for tradespeople working alone, but allows at most 3 employees and 5 activities. Take the “SRL or PFA?” test.
3Certifications and permits
- Electrical work: you need ANRE-authorised electricians, and for some work the company itself must be ANRE-certified.
- Gas installations: the company and installers must be ANRE-authorised.
- Some equipment (such as boilers) needs ISCIR-authorised staff for installation and checks.

6Frequently asked questions
Which CAEN code is for construction?
For building construction, 4100. For finishing and installations, codes from group 43 are added, such as 4334 (painting) or 4321 (electrical).
Can I do renovations as a PFA?
Yes, if you work alone or with at most 3 employees. For bigger teams or larger jobs an SRL is more suitable.
Do I need ANRE certification?
For electrical and gas installations, yes: the work is done by ANRE-authorised staff, and for some work the company must be certified too.
Can I work in other cities?
Yes. The company can work anywhere in Romania. Work at clients' sites is registered as activity carried out at third parties.
