1What you need

  • A company with CAEN code 4941, “Freight transport by road”. Usually an SRL.
  • The transport licence from the Romanian Road Authority (ARR) and a certified copy for each vehicle.
  • A transport manager with a certificate of professional competence: you or a person appointed by contract.
  • Financial standing, shown by accounts, a bank guarantee or insurance.

2Also for 2.5–3.5 t vans

According to ARR, since 21 May 2022 freight transport for hire with vehicles between 2.5 and 3.5 tonnes also needs a licence and a certified copy, for both domestic and international traffic. For these vehicles, the financial standing required is €1,800 for the first vehicle and €900 for each additional one.

Own-account transport (carrying only your own goods) needs no licence. ARR requirements and fees change, so we check them before filing.

Names are the official Romanian CAEN Rev. 3 titles. A PFA can have at most 5 CAEN classes; an SRL, any number. Search other codes by activity.
