1What CAEN codes are

CAEN is Romania's classification of economic activities. Each activity has a four-digit code. Since 2025 the CAEN Rev. 3 version is used, replacing the old codes. A company may legally carry out only the activities registered with the Trade Register.

Companies set up before 2025 must move their activities to CAEN Rev. 3 codes by 25 March 2027. See the update.

2The main activity

The activity you expect most income from. A company has one main activity. If what you do changes later, you can change it with an amendment.

3Secondary activities

  • Include the activities you'll do from the start and those you realistically plan for the next few years.
  • Think about what you do besides the core: online sales, own transport, renting, courses.
  • Don't add activities that need special permits if you won't carry them out: it complicates the paperwork for nothing.

4Where each activity takes place

  • At the registered office, if you actually work there.
  • At a place of business: shop, workshop, warehouse.
  • At third parties: at clients' premises, on site, at the client's home.
  • No activity at the office: the office is just the official address and the work happens elsewhere.

5Activities that need permits

Some activities need permits or approvals on top of the CAEN code, for example transport, food service, medical activities or security services. We tell you in advance what applies to yours.

6Limits by legal form

  • PFA: at most 5 CAEN classes.
  • Sole proprietorship and family business: at most 10 CAEN classes.
  • SRL: any number of secondary activities.

7Frequently asked questions

Can I change CAEN codes later?

Yes, at any time, through a change at the Trade Register.

What if I carry out an activity without a CAEN code?

You risk fines and trouble at inspections. Add the code before you start.

Should I add as many codes as possible?

Add what you do and realistically plan. Unneeded codes don't help, and some require permits.
